Any tips!?

Ill give a bit info first, i got a 16 montj old female husky, she is great with commands etc indoors and outdoors but the second a bird/cat shows up, her focus is gone and she runs off. She will turn n look at me when i tell her to come but doesnt get back, continues chasing. Ive tried that training collar and only the shocking works but i dont wanna do that to her.. I dunno if it actually hurts her, but it hurts me to use it. Idk how to explain it other than that way. She does get treats etc whenever she does respond and come and has always gotten them. All of the "bad" habits she had are gone other than the chasing. We did a course when she was 4months old etc. But yeah i guess chasing is more important 😔 id like to fix it so she can run loose with her buddy ( my other dog listens to everything so he can just be let off the leash at the dog playgrounds) and letting him loose and her not seems unfair. Help!
