Why cant I lose weight???

I have been eating healthier and working out but my stomach seems to be getting bigger. Ive cut my calories by not snacking and make sure I only have one carb a day but my stomach always looks bloated ?? Even in the morning when your stomach is usually flat, mine still looks bloated but it hasnt before until recently.

And im not on my period and not due for it for a while. The only way i could lose weight was taking Metformin pills but they killed my stomach and made me vomit and have diarrhea so I quit taking them. Idk what else to do I feel really discouraged. The scale keeps going back and forth with only like a pound difference.
