Is this mold?

So i live in these apartments I absolutely hate, and I happened to see this in the kitchen
I don’t know if it looks like mold or not. I just want to be 100% sure so that way I can break the lease. I just cannot have my children living in this condition.
And if this does happen to be mold, can I legally break the lease without getting fined by them?
UPDATE: I forgot to mention I have told them about the mold 3 times now but they still haven’t attempted to look at it or bother and I asked for a work order but they are refusing to give me a copy of my work orders

Looks like mold. Even though you hate your apartment, you'll need to contact management and give them the opportunity to correct the situation.
Whether or not you can break the lease after that will depend on your contract and your local laws.

I'm not sure if you can break the lease. But you do need to contact them first. But make sure that when you contact them you do it in writing! Sign and date it. That way you have proof that you actually did go to them. If not, they might try and say that they never received anything from you stating that you had mold in your apartment. Usually landlords will do anything to save their ass if it goes to court. Keep everything documented.
