Help. Bunch of follicles on my ovaries? PCOS

So I got a call from my ob this morning and they told me I had an ultrasound consistent with Pcos and that i had a large amount of follicles on both ovaries. And that I’m not successfully ovulating. My sister had Pcos as well and is telling me that excessive follicles mean nothing, and that in order to have Pcos I would have cysts on both ovaries which I didn’t. Follicles are normal to have on ovaries but is an excessive amount mean it’s polycystic? Any help would be appreciated
