Romantic life help??

Ok so this guy said he doesn’t like me but... he looks at me a LOT. constantly. 24/7. If I’m talking (which is understandable), if I’m not talking, if I’m sitting near him or if I’m in the same room, if he tells a joke he looks at me and then he laughs, if he hears a funny joke he looks at me and then laughs. He’ll laugh even if I don’t look him in the eyes, but I’ve noticed he laughs harder if I do. It’s bizarre. He said he only thinks of me as a friend, but... I’m starting to get confused.

He knows that I like him. Once my friend I called him and me couple goals, and he smiled for a second before going ew, no. He lets me talk him down when he gets nervous about something, he’s asking me how I feel when “I look upset” (which he never used to do before???? And is ALWAYS spot on), idk if I’m looking too much into this and he’s always??? Sending me (blurry) photos of his face on snap??? Like. Mixed signals galore. He turned me down and now he’s acting different. Idk if he’s pitying me or really truly interested.... despite turning me down?

I don’t know what I should do. Do I pursue? He gets very flustered if I flirt with him, so I stopped, because he just typically will smile at me without responding. Or am I just looking in to this too much?
