Am I being used

Me and my ex have being broken up for 3 months now due to him moving away , during the time we was meant to be moving away we was still sleeping with each other even though he both knew it was the wrong thing to do and even on nights out we was always just find away of always being tougher . His mate told me that he was still in love with me and the reason why he did break up with me because he didn’t want to hurt me , and every time he is drunk he always wants me and tells me he loves me and that I make him happy , but he never says any of this sober . Now he isn’t moving away yet we are still seeing each other and sometimes can be up to 4 times a week .

I’m just very confused with the whole situation because we broke up because he was moving away and because plans didn’t work he now is staying why isn’t he sorting things back with me specially if we are still seeing each other a lot , I don’t know if I’m just being used or he is just scared to tell me how he really feels
