Someone touched my baby!!

We took my grandmother to the emergency room today. She fell so my husband went to help her down the stairs. I took her to the back to be seen by the doctor and my husband was waiting in the waiting room with my daughter. A random woman walked up to them and touched her on the cheek!! My husband saw her hand coming toward her face and went to pull her back, but didn't move fast enough. He left after that and waited in the car with her.

WHY DO PEOPLE THINK IT'S OKAY TO TOUCH BABIES THEY DON'T KNOW?????
