Should girls be able to have the power to walk around shirtless??

My boyfriend read about a movement of allowing women to walk around shirtless because he thinks that its there own body and etc. that women should be able to be open to things like that. But as soon as i bring up, “so you wouldn’t care about me walking around shirtless and just letting my titties free where everyone can see them?” And he turned around fast to say no no like maybe be able to go to the beach but more if like you should be able to tan naked in your back yard and blah blah blah...
Opinions???? Do you think women should be able to do that?
Honestly the way i see it is boobs are a very sexual thing for men. I don’t look at a mans nipples and be like “damnnnn they big enough to motor boat???” Like whattttt

Well I mean it kinda sounds like your bf just thinks it'd be cool to see tits when he's out and about. Especially when he quickly back tracked after you mentioned yourself. 
I'm a bit on the fence with the whole free the nipple thing. I think in terms of art and photography, the amount of censorship is ott. But I don't really see why women need to be walking around wherever with their boobs out. At the beach, in your own backyard sure. But like I don't even see topless men where I live, apart from at the beach, so I'm not really sure how women would benefit from it anyway.

Yes I think we should be able to. Breasts are only sexual if you sexualize them. Which, really you can do that or not do it regardless of clothes being on or off. 
I don't think someone else potentially sexualizing my body should restrict my rights. Unless I'm a minor, because I think we should protect minors from people who may not see nudity the way a nudist would- as perfectly natural, not inherently sexual. 
But I think if you are an adult, you should be able to make these decisions about your own body.

I agree that it should be ok, but it isn’t in the world we live in today. People have issues with seeing stuff like that and it can raise a lot of controversy. But I’m just curious as to why people can’t just wear a bra instead of letting them hang free. People wear bikinis at the beach and it isn’t a problem. Basically, I don’t think it’s a good idea however I want it to be.

The point of this movement is that breasts shouldn't be sexualized. They're just body parts and they arent sexual organs. They have more purposes than just to turn a man on. They feed babies too. They're part of my body too.
All the "save the boobies" campaigns are tacky because ... that's a person. We want to save her and her body, not just her boobies. 
Women being forced to cover when men don't have the same requirements means that women have a burden men don't have. 
For example, this isn't about breasts but when I was in high school, I got in school suspension for wearing pants that were too tight. I had to sit in a room all day and couldn't go to my classes because my pants were too tight. I don't get to get an education because I could possibly distract boys with my ass??? Which should be in a chair during class?? That's bullshit. 
No, most people don't think women should be topless all the time, especially in situations where a man wouldn't be topless like at a wedding or in the post office. But the double standard and sexualizing that body part to the point where I cant show it or else I'm arrested? Or groped and I deserve it? That's bullshit.
