Remedy for dry patchy skin

Hello, 
My 3 year old has very dry patchy skin (maybe eczema?) on his legs and I'm wondering if anyone could recommend some remedies/lotions/ointments or anything else that will help heal his skin. Currently using aquaphor but that doesn't seem to be helping. Maybe I'm not applying it often enough? Thanks in advance!

This is what was recommended to us for our daughter. We had tried all the $20 lotions and nothing worked. This stuff is amazing! She would get dry patches on her legs and on the back of her arms, we just put this on at bedtime by the morning it was already better.

We had a similar problem with my daughter to a point where it was bleeding sometimes. The doctor told us that she'll eventually grow out of it (which she did), but for the first 2 years, we basically applied Cetaphil lotion + cream 3 times throughout the day. One in the morning, one after she bathes, and one before she goes to sleep. Every single day.
