Did I have a right to be upset?

My SO and I have been together for nearly 6 months. He's charming, loving, loyal and a great communicator. We are very open and tend to address issues the moment they arise.

When we met he lived with some roommates at the time. He works part time making roughly 20 an hour. A month into our relationship he lost his house with his roommates and moved in with a family member. He has to pay rent..about 200 a month. He has no savings for a place of his own and today he had no money for rent.

For about 3 months he has been mentioning wanting to make more money or going full time but never does. Due to frustrations of not being able to pay his rent he turned his phone off and bought weed to go to a cousins house, knowing he would only get paid very little today from missing work. He later mentioned, again, that he would look into getting a full time job.

Do I have a right to be frustrated by this situation? It's making it hard for me to build a future with him knowing there's so much financial instability.
