Puppy Constantly Pottying in My House

Yes, I know it is normal for puppies to potty in the house and that they need to go outside often. We’ve had our puppy for a month now. He is 2 and a half months old. As time goes by he potty’s in the house more often.

I have taken him outside 8 times in the last 3 hours and he still pooped in the house and peed in the house. He keeps peeing on the dog bed that him and my older dog share. He will go outside and then when he comes back in he will start barking and jumping all over my older girl dog and then he will run to his bed and squat and pee on it.

Is he marking his territory already? Why is he constantly peeing in my house even though I take him outside every 20-30 minutes? Also, I thought dogs don’t pee where they sleep so why, of all places, is he peeing in the dog bed.
