I was wondering if it’s ok to use a second hand dummy that has been completely sterilised?

It's fine! Especially if you sterilize it, like boiling it. 
What's the difference between a child doing this and a child sticking the same toys in their mouth that another did at daycare? Other than the fact that one is sterilized and the other isn't.

No. Each baby should be using their own dummy or bottle teats. I'm guessing it was a one off? I wouldn't personally do it. It would be like sharing a tooth brush.

No babies need their own
