Our pediatrician had us continue to give our first formula until she regained her normal curve. 
Our second was cleared for whole milk at a year.
My niece is 18 months and the pediatrician has her on formula still due to her health and dietary needs.
I’d suggest talking to a dr before making a switch!

At 1, our son was on one morning bottle and one evening bottle.  He never drank milk (and still doesn't at 3).  We discontinued both the formula and bottle at about 15 months.  As an aside, he drank from a straw without issue before 7 months.

I breastfed until my first was 16 months. She still nursed throughout the day, not a lot but I don’t remember exactly how many times a day and had whole milk with meals.

My daughter is 13 months. Still breastfeeding, but I occasionally give her some whole milk when I give some to her older brother. Otherwise she steals his🤷🏼‍♀️

My daughter went on Whole Milk at a year but my son had to go on Almond Milk because of his dairy allergy.
