Fussing on breast

So my LO is 3 weeks old and she will eat for 10 minutes on one side, pull off and then act hungry so I put her on the other side and pulls off crying. When she pulls off there Is almost always milk coming out of her mouth.

She did this last night and eventually we got her to sleep. Is she just not hungry and looking for comfort or is gassy??? We did a weighted feed this week and she gets 2oz in 10 minutes so I cant imagine she isnt getting enough.

Anyone have experience with this??
