Best lotion and wash for baby/toddler with eczema

Looking for lotion and wash recommendations for my 17 month old daughter. She has dry, VERY sensitive skin and has eczema flare ups. We were using one by Shea Moisture that had a lot of recommendations from other mamas of little ones with eczema and it worked fine for about 5 months and out of nowhere she's having terrible flare ups with it. 😣 So we're back on the market looking for a replacement. Any recommendations?

*She also has a severe oat allergy so we can't use any of the oatmeal baths or lotions*
