I would take the piercing out and go to the doctor. It looks like a cyst to me.

I had one of these on mine, I kept on with sea salt soaks and eventually started wiping TCP over it daily. It's not recommended for piercings as it's harsh but it dried it up and I've still got the piercing nearly 6 years on. It looks like a fluid build up, I would personally see a piercer but keep the jewlery in as taking it out could trap whatever is in there.

DO NOT TAKE IT OUT!!!     IF that is puss- itll start to closr and youll trap the puss in there if you take the jewlery out.  Thats why you have to CLEAR infections before you remove jewlery
