Best friend probs

So I've noticed that when ever I have a problem and I tell my best friend about it, she always avoids fixing it. I couple days ago she posted a picture of me with a caption that hurt my feelings, so I decided to tell her. She was working so I texted to her. I didn't even answer the the day after or even call me. She does this all the time and it makes me feel like she doesn't care about my feelings at all. What should I do?
