Early pregnancy

I got my blood drawn today at the er for my hcg levels because I was having some cramping I am 4 weeks and 3 days well they told me my levels is 28 and that’s low and on my ultrasound they saw a sac but no fetal pole as of yet should I be worried about a miscarriage?
