Why do guys do this?

So Everytime a go to have sex with someone new I make it a personal rule of mine no going down on me. I'm fine with basically what ever just don't do that yet.   Except Everytime I say this they always ask if I'm sure. I say yes I'm pretty sure but they go and do it anyway.   I'll tell them to stop but they just keep going.  Even though it feels good it's like really I just fucking said no I didn't want to do that yet.  My reasoning I'm not a 100% comfortable with you so doing that it will only make me nervous. So the whole time theyre down there doing their thing I just fake it like I like it even though mentally I'm sweating bullets.   So why do all the guys do this? Every one of them I've been with does this. Should I just get rid of the rule because they'll do what ever they want anyway?

Maybe they get confused because you send mixed messages? You say no but then you pretend to like it. Stop pretending and tell them straight up you don't like it it's your body your say.

First of all, if you tell a dude “don’t do X” and he does it anyway, that is not consensual. So that’s a big problem which I would address with him ASAP. 
Second, maybe examine what makes you uncomfortable about receiving oral. Are you not happy with your body? Have you absorbed some of the body shaming rhetoric out there about vulvas and labia? If it’s that, then I would be working toward ways to eliminate that from my mindset. You’ll have a healthier relationship with your body and your sexual experiences if you do.

Say what you mean and mean what you say. If you say no to something then that needs to be respected. You need to speak up in that moment and tell them you said no. Just laying there and taking it is just letting them know that your personal boundaries don’t mean much. Stand up for yourself lady.

Don’t get rid of that rule. You’re allowed to set boundaries. They do that because they don’t have respect for you. Stand firm in your choice. I had a guy do something after I told him not to and I punched him in the ribs as hard as I could. If you’re having sex with someone, they should respect what you are and are not comfortable with. If they can’t listen to you, they’re assholes and are violating consent.
