It didn't hurt for me. However me and my husband waited until we were married and we were both VERY ready and comfortable with each other. 
I think a lot of people who have a lot of pain the first time are very nervous (to be expected!) which makes it hard to get turned on. Using lots of lube helps with that part 😊

It is very circumstantial. I had friends who enjoyed their first time and had no pain or minimal pain.
My official first time was emotionally coerced and I wasn't truly ready so I was dry and he penetrated me super rough so it caused lots of pain and bleeding and I couldn't continue. 
But the time I counted as my first (with a new person) was wonderful and gentle and although it slightly hurt it wasn't agonising.
