What can she do about this?

I know this probably isn't the place to ask this but just want some advice, so I can give my husband cousin girlfriend some pin pointers. She said she has three kids and that her dad rape her when she was 13. She has two more kids but I don't know who their father is. This girl came into my husband cousin life recently, and she has been using my husband grandma as a babysitter. My husband grandma is 80 something years old and can't get around very good due to health problems. The girl doesn't even know how to change her own kids diapers because she is always asking other people in my husband house to change them, feed them etc. I recently notice the girl hasn't wash her one and half year old baby boy bottle in a while because there was mold underneath the nipple and the bottle itself was clump with milk. The milk was possibly sour, I don't know. The girl keeps saying her dad beats her up possibly her kids, burns her kids clothes and shoes plus hers. I really don't know the whole situation, but she has moved in with my husband cousin until whenever. Who does she need to see about this since she has no money? She is 22 years old never worked a day in her life. Just, please pray for her and her kids!
