I say it depends. 
Did he cheat on you or abuse you?Then its 50/50 because it's pretty shitty if he ask for it back If he is the one to cheat.  Up to you but you wouldn't be a bitch if you kept it.  
If it's a mutual breakup or you called it off for your own personal reasons.   Yes you should give it back.

Depends. Was it his/ her grandmother's ring? Then yes return it. Was it bought specially for you? Then I'd keep it unless you know the person still has payments or something on it (I know some won't agree but I just think that's the decent thing to do).
Also depends how the relationship ended.

If it was a heirloom id give it back, if it was designed specifically for me then id keep it unless he cheated then id throw it at him

If it was purchased by both parties, then it’s a toss up.
If it was purchased by the receiver, then keep it.
I returned all jewelry purchased by my ex bf when we broke up.. no engagement ring, but lots of other jewelry.. except a pair of earrings he knew I loved so much. He told me to keep those.

If it were really expensive or an heirloom and they gave it to you/purchased it for you I would personally say give it back unless they refuse to accept it back. Let them return it to the store or their family. After all your not engaged so you don't need it.

In a lot of ways I think yes, especially if it’s a family heirloom ring. Technically it’s a gift so you shouldn’t have to return it but they can be very expensive and honestly why would you want to keep it. If he spent the money on it let him return it.

I kept mine from a previous relationship, we never got married. I think it was like $70 because we were young and broke. I never really think about it unless I happen upon it. It does make me think how far I have come.

Depends on who called it off. If he did that ring is yours. Of he cheated on you that ring is yours. And visa versa for him.
