Hoarse Voice

Most of the people that get to talked to my son noticed that he has a hoarse voice including the teachers from the kindergarten. But since he was a baby his voice is really like that. He is 3 years old now. Should i worry about it? What specialist should we ask for an appointment for this kind of matter?

Edit: he is not sick. I was asking him if he can feel something pain on his throat but he said no
