What is this??

Is this an allergic reaction??

We had noticed that her tummy and a few spots on her arms and legs were red and slightly rash looking so we put some aquaphor on it. It seemed to help a little. A few hours ago I thought maybe her skin was dry so I put some lotion on it

But it only seemed to make it worse. That above picture is what it just looked like when I went to change her diaper. It was not that bad before the lotion 💔 it doesn't seem to be irritating her but I don't want it to get worse 😔 and idk if her doctor is taking walk-ins because of the whole coronavirus situation 💔
