Does baby need to drop to start dilating ?

So I was wondering if baby needs to drop before I start dilating and cervix thinking out I m a first time mom and I have not dropped yet

No. When I had my baby last week I was 4 cm and they said they would wait until he dropped to pop my water. The next time they checked I was still at 4cm but he had dropped down and they broke what was left of my water.  I dilated a lot faster after that and had him an hour later.
