How to not offend neighbor

So I live in an apartment building. My neighbor has two dogs and lives on a balcony. So her balcony has fake grass on there so her dogs can poop. The issue I have is that soon as I walk up my building the smell of poop and urine is over whelming. And our balcony is about 20 feet from each other & when im out on my balcony I can smell it. I ignored it for weeks but I really want to ask her to handle it but I dont know how to say it without seeming rude or coming off offensive. Any suggestions? My husband told me to tell management but I feel like it’ll get her in trouble and I want to avoid that
