Rash on daughters finger?

I noticed this a few days ago. I will be asking her ped about it at her 1 yr check next month. But any thoughts? It is rough to the touch. I just put a 2nd coat of lotion on it.

Looks like it could be eczema, my 10 month old neice breaks out with it bad on her hands like that when she puts her fingers in her mouth.

It's from sucking her finger. You can try nipple cream (lanolin I think it's called!) because that's safe for baby to suck. Also my doctor said to try a very small amount of vaseline when she sleeps. But I haven't tried that yet as I am not so sure.
