Whale hunting

There are still many indigenous people in Alaska, Canada and Russia who have whale hunts. They are protected with the right to hunt whales under regulations. However many native people who's family has been hunting whales for thousands of years are shifting to whale watching as a way to create income for their tribes thus not relying on whale hunts for survival. One man in particular who is in Mexico is called the whale whisperer. He comes from a long generational line of whale hunters, he made the switch to taking tourist whale watching(because he was no longer allowed to hunt them) and has an amazing take on how grateful he is that he is able to now appreciate the whales and have a relationship with them. They come right up to him and just put their head out for him to touch, like they know he made a choice to keep them safe. Its beautiful.

My question is, do you think there should be more focus on helping native populations create income in other ways (i.e whale watching and tourism) or should it be left alone and allowed to continue their hunt?
