So many wtf moments in this story. 
First the picture he “found in his car.” Has he been driving the same car since they broke up? Has he never fully cleaned it in the past 7 years.. like why was it still there? 
Next.. he got so worked up at work he needed needed to take care of it... to her picture? That he didn’t know was in the car? Or did he find it in the car and that got him worked up. That alone would be enough to piss me off. It would be like my husband coming across a picture of his ex and not being able to control himself from the mere sight of her and need to jerk off. Like dude.... no no no 
And finally.. why in the f did he feel the need to record himself doing it? My mind goes to.. did he send her the video? It’s all weird to me.. and super sketch... 
I’m not sure I could move on from this. The entire thing is gross. 
Why didn’t he pull up your picture on his phone to do it? Why her? He was thinking about her while getting off...

Yeah I would be worried if he’s jerking off to her pics. 
He might even be fantasizing about her, but I I can tell he is afraid if you leave his ass. That’s nasty he needs to be more respectful.

- Jerking off at work? So many questions... How does he have time, how is he comfortable, why does he think it’s appropriate? FLAG 1

- Does he not know that porn is on the internet which is accessible through his phone?  FLAG 3 
- He took a video? Why? Who did he send it to? FLAG 4
- His extreme reaction when you found it... sobbing? I feel like he’s covering up something far more serious than some weird public jerking off. FLAG 5

Okay, it seems that I have a very different opinion than my girls here.
Personally, I wouldn’t care in general. Yes, I’d be bothered that he jerked off to her rather than me or porn but I’d ask and make clear that he has no more feelings. I believe that people can fantasize about whoever/whatever they want on their own private time. I sometimes think of past hot crazy adventures 💦💦 but would never act on hit again today
Jerking off at work? Meh... again.. I don’t really care, if he wants to risk getting caught its on him. But then again, I’ve asked my husband to jerk off at work and send me a video. Lol 🤷🏻‍♀️ 
Yes you can put emphasis on why was the picture in the car and whatever... but I believe that in the end, you have to take a decision;
Will you choose to distrust him, investigate a little more and always have a guard up? Or will you choose to accept his explanation/statement, meaning although it sounds fishy or something doesn’t add up, you are accepting to believe him so you can move on to better things and not have that in the back of your head? Of course.. with a warning
