No, he doesn’t have the authority. In theory, Congress can move the election but it would require both the House and Senate to pass a change in the law, which is highly unlikely.

No, it would take an act of Congress to delay the election. The US Constitution makes no provision for a delay, if for some reason no candidate gets enough votes the decision of who is president goes to the House of Representatives, but by whatever mean we make a decision and have never delayed elections in the history of US election.
