Super fussy 16 week old

My 16 week old has been super fussy the past few days. No temp and no gas or anything. He’ll suck on my hand but once it’s out he get sooooo mad. Some teething toy I bough him he will use for a bit but if they fall out his mouth he raises hell. I don’t see inflammation on his gums nor do I see any signs of teeth coming in. Also he’s been drinking 7-8oz every 3.5-4hrs and when it finishes he still cry’s like if he wants more. I tried giving him more a few time but he ended up spitting it up. He’s been chewing on his bottle nipples as well but it isn’t because of the nipple size because he drinks and finishes his milk just fine..
