Fundal height 1cm behind

My fundal height is 1cm behind.. my doctor could tell I was a little nervous so he’s sending me for an ultrasound. He did say my weight and blood pressure were great so he was happy about that.. what does this mean? Does it mean something is wrong & baby is going to be small ?
