Low hcg levels at 5 to 6 weeks pregnant

I went to the er on Friday night/Saturday morning for spotting( started brown and went to red) and no cramps they did blood hcg and urine analysis hcg and the urine came back negative but the blood hcg was 34.9 ... said they can’t tell if I’m just to early or I’m trying to miscarry... spotting started on Friday around noon and stopped last night... I go back today for my 2nd blood draw and praying🙏 that my numbers have gone up!! Has anyone else had low numbers and everything turn out fine???
