You’ve been together for 7 years almost, had a baby, but you don’t live together and not engaged/married, BUT yet and still everytime you say you don’t want to be with him he refuses to leave you alone??

Um, that's not how it works. He's not an infection. He's a person. If you don't want to be with him, you say 'i would love if we could coparent, but a romantic relationship isn't working for us. I think it's best if we end things. I know you're upset, but please don't contact me unless it's regarding __child_' and leave it at that. 
If he texts or calls you, you ignore it unless he's trying to discuss the child. 
If he shows up to your house, you ask him to leave. If he doesn't, you call the police for trespassing. If he threatens you, you call the police. 
YOU control who you do or don't date. It's not an agreement. It's a sole decision

The way you phrased it, it kind of sounds like you want to be with him but you only tell him you don't because you just want him to put a ring on it already. And if that's the case, then just make an ultimatum and make it clear.
