Should I take her in?

My 13 pound, 8 week old has had pretty awful congestion issues since she had a cold at two weeks old. EVERY DAY we use a snot sucker, saline/breastmilk, baby vicks vapor rub, and a humidifier. I've tried taking away a couple of those things, different combinations.. etc. She has issues at night and early mornings sometimes struggling for a breath because of her mucus, but always always works it out. We use an owlet too. Never has the deep chest indentations, or fast sucking for air, that they warn you about for respiratory distress.

She's not sick, doesn't have a fever or cough. Just super heavy congestion that can't be reached with the bulb suction. Can I give her any decongestants or anything? Or should I take her to dr? I just don't want to take her out due to it being flu season and all.. but I will if I have to!
