Is this labor

I’m 40 weeks and 5 days and I was only 1cm dilated a day ago. It’s 9am and I’ve been getting period cramps with rectal pressure and a little lower back pain that come and go irregularly since about 4am. It has not gotten more intense but it keeps coming and going. No patterns. Is this early labor or no? I did get my third membrane sweep a day ago so maybe just cramping from the sweep?
