Purple spots on 3 week old??

Does anyone know what these flat purple spots are? My daughter is 3 weeks old. I changed her 2 hours ago & the spots weren’t there.. just changed her again now & they’re there?

I’m sorry I don’t know what it is BUT is that the design of the diaper? I’m a little concern about that. It looks like it’s filled with blood. If it’s a red diaper or that’s the design I apologize for being too nosy.

I think they've got a allergy to the nappy. They've got those marks on the inside leg too from the looks of the photo.
