Should these patients be fined?

So here in the uk I’m sure most of you know we have the nhs wish is free health care at the point of use.  I read some news this morning that doctors are being forced to discard of COVID vaccines due to patients not showing up for their jab.
Considering that we are being offered the vaccine for free, and some people desperately need it, should the patients not showing up be fined?

I don’t understand why and how someone would make an appointment & no show considering the limited quantity and high need of this vaccine 😖
I’d be ok with fines being implemented to limit this type of irresponsible behaviour.

No fines, but there should definitely be a second look into what necessitates dumping a vaccine because it wasn't given to a patient - seems like a protocol and hospital waste issue, not a patient issue.

There are consequences for things like this already.
If you don't turn up for treatment a certain amount of times in a row, you get discharged or sometimes banned from the practice you were attending, so a fine in this instance is an acceptable punishment.
You're taking resources away from someone who needs is just as much as you, and you're also wasting taxpayer money and appointment slots.
Some private practices already do this for habitual no-showers and the NHS needs to follow suit.

Certain doctor’s I’ve been to have a cancellation fee if you don’t show up the day of your appointment. You have to cancel 24 hours prior. I am all for a fine but they should reword it as a “cancellation fee” and at least try to offer it to any other patient.

It kind of sounds more like a failure on the part of the NHS in distributing vaccines in an efficient manner. 
Maybe they should rethink vaccinating by appointment if this is an issue, and set up clinics that vaccinate on a first come first serve basis. 
I guess I dont really know what goes into the preparation of the vaccine before administration though so I may be making an ignorant comment

Where I live in the US, they tossed 430,000 doses in the trash because they didn't have enough people sign up to get it in the eligible rollout category (only first responders and those in nursing homes). So now the governor expanded it to anyone over age 75. 
Because they need to be kept at such a frigid temperature, I think they expire pretty quickly if not used.

Is there a preparatory thing required for this vaccine where you have to throw it out? I haven’t heard of that issue here.

I wouldn't show up either after finding out a perfectly healthy doctor died 2 weeks after getting that very vaccine. It takes YEARS to release a vaccine safely.  I mean they did hardly any research or anything for this vaccine.
