Baby won't engage?

My first was a C-section as baby wouldn't engage. A full day of labour and hours at 10cm trying to get baby to move but she was always high and wouldn't move into the pelvis.

Second was a vbac that wouldn't engage. They gave me 2 hours of pushing before baby finally started moving down. A while later they said forceps or vaccum was my only option to avoid another C-section. Thankfully this worked and I had a vbac.

I'm wondering if anyone else has had this problem where your babies just won't move into the pelvis at all and always stay really high? I did everything I could both times and it made no difference.

I want another baby and will attempt vbac again but I'm wondering if anyone else has experienced this or has advice.
