He can use the bumpers as sort of step stool, they aren’t recommended for cribs for that and many other reasons.

Can I ask why you’re using bumpers? They can be used to climb higher. They also pose a suffocation and strangulation risk and are not safe.

If you want to keep the bumpers i would lower it. 
We used bumpers because my son was seriously going to break a leg if we didn't.

Honestly I would lower it but I’m a freak about these things because my daughter climbed out and broke two of her leg bones 🥴 do what feels right!!

When we lowered our babies mattress at 7 months old, we just did it all the way down so we wouldn’t have to do it again later

At the nipple line/arm pit is fine. If he goes through a growth spurt you might have to lower it sooner. But he’s not going to be able to bend over and fall out.
