Not ovulating

I’m on CD21 and have not seen a positive OPK yet. Shouldn’t I have gotten one by now? My cycles are normal, between 28-32 days. I feel what I assume is ovulation cramping in the middle of my cycle, like clockwork. Is my body just not releasing eggs? I feel like such a failure 😔
