Is this a faulty test?

I took this test this morning and NOTHING happened. Waited about 15-20 minutes and it never did anything, just stayed white. I assumed it was a dud and sat it to the side. Did some cleaning and made coffee. Then went to use the bathroom and it had finally come up and it looks like this. WTF? I’m so confused.
