5 month old hates floor time

My 5 month old hates being on the floor. He whines after a few minutes of me putting him down, even though I surround him with toys. He will grab at them and play with them, but then if he drops the one he wanted, or can’t reach one, he whines and it escalates to screaming. He doesn’t try to scoot around. He can roll from back to front but not front to back, and he gets frustrated so fast that he doesn’t even try, he just kicks his legs and cries. He goes back to his pediatrician in a few weeks, but has anyone dealt with this before and has any tips to help him start to want to play more? I think my first child was scooting all around the floor by this stage and I’m getting worried.
