Toddler not listening

A few times lately when we’ve picked our son up from daycare they tell us he didn’t listen well that day and didn’t follow directions. Am I wrong for thinking that is normal for a 19 month old? I guess at this point he’s still learning words and how to communicate so I’m just surprised we get chastised for him not listening well so frequently.

He doesn’t listen well at home either, like he’ll climb on the dining room chairs to try to get on the table, and we’ll tell him no and redirect him, but he’ll just run over and do it again. I’m definitely open to suggestions for how to teach him to listen better if I’m wrong!
