Could be colic.  Def too young for a temper tantrum.

I mean not a temper tantrum but they could be crying because they’re uncomfortable, want stimulation/attention, want to be held... lots of reasons other than just the basic needs but they’re not mature enough to be “throwing a tantrum” intentionally at all they’re just crying because that’s the only way they can communicate that they’re unhappy.

Could still be PURPLE crying (google it). PURPLE crying can continue until around 4 months. Just make sure you check babies fingers and toes for hair wrapped around them, and if it continues, see a pediatrician.  Baby could be not feeling well.

Could have gas, tired but cant sleep, upset stomach, super bored and wants to play, in need of stimulation, etc. babies cry for a reason, they don’t have temper tantrum’s until that understand “no” aha.

How does he sleep? It could be the 4 month sleep regression when they usually are really fussy and not sleeping as they did before that

My 4mo is more cry-ey, I’ve noticed she’s been crying for food more often, and I have been missing her tired cues and she’s been getting over tired. 
So for me, either feeding some more, or getting her down to sleep (this involves rocking or baby wearing to get her drowsy, or if it’s too late and she’s over tired, sitting with her as she cries and wears herself out).
Usually if they are having intense events like these, they are going through some big growth events too. I had a nightmare day with my girl last week and someone noticed her face looked different a few days later?!
