Skin rash 19 weeks help!

Was outside playing tennis with my PE class today and when we come in, I noticed this rash on my neck and arms. I have never been sensitive to the sun and actually have fairly tan skin all year round. Does anyone know what this is? It was 70 and sunny today:/

Edit: by the way, it is not extremely itchy or anything... it’s more raw feelings than anything
