Anybody had severe breast pain?

I have been having breast pain since my cycle in January. They are tender/sore/itchy all the time!! The skin around my nipple on the right breast is so scaly and dry and every now and then I have dischargefrom that nipple(clear/cloudy). I've been to the doctor and he tested my thyroid and prolactin levels and said everything looked and felt fine, but ya'll this ain't normal for me! I usually only get tender breasts around my period. Then it goes away, but since January this has been constant! My dr has me taking evening primrose oil and vitamin E. And I use moisturizer and hydrocortisone for the itchiness. I'm seeing no results. Its like its getting worse. My breasts feel so heavy and full my back hurts. I'm a 36D. Not excessively large. My dr really doesn't seem concerned. Should I get a second opinion? What would you do? Or if you've had a similar experience, please share! I've considered fibrocystic breast disease and breast cancer although there are no lumps, idk at this point.. I'm not pregnant and never have been. Not on birth control, nor can I take it due to bad reactions in the past.
