Help!

I’m pretty sure I’m miscarrying so I went to get blood work done and see my doctor and I’m confused by what he told me. He basically said it’s too early to tell if I’m miscarrying and that everything could be fine(even with passing what I thought was the sac). I should be exactly 6 weeks and my levels were 33 mIu/ml. I guess I don’t understand what he means when he says it’s too early to tell, it seems like it’s a clear sign I’m miscarrying. that seems really low for how many weeks I am. Thoughts? Experiences?
