Usually its the front two that come out first.. And it is possible for a 3 month old to teeth.. My daughter started teething her first 2 bottom teeth at 3 months old.

Looks like it, but it's still got some way to go before coming out. Try giving him a cool cloth to chew on. You can also rub a clean finger along the gums, massage gently, and that helps to feel where new teeth are coming in and gently, over time, it helps the teeth to break through.
