Fussy baby

My baby send to cry a lot. Diaper is changed and fed. One minute he'll be comfortable just laying in my lap looking around then will cry. I'll change his position and lay him in my chest he calms down, then eventually cry again. I'll change positions until he stops crying but eventually cries again. Is there anything I can do to calm him down. He seems to do this during the few hours he is up after multiple sleeps. He is 5weeks old. I've given gripe water, and gas drops too. Have switched his formula also. Is he just a fussy baby?
